Delivering investment in general practice
QOF was set up as part of the GMS contract and is a voluntary system of financial incentives for the provision of quality care.
For participating practices, the QOF measures practice achievement against a range of evidence based indicators covering four domains; clinical, organisational, additional services and patient experience.
Practices score points according to their levels of achievement against these indicators, and practice payments are calculated from points achieved. A practice can earn up to 1000 points, with each point worth on average £124.60 in 2008/2009.
A key part of QOF will be the annual review process to review each contractor’s achievement against the QOF indicators.
